SIA "RĪGAS PILSĒTBŪVNIEKS" is the capital company of the Riga city municipality established through the Riga Dome resolution of 26 March 2002. This company was founded in order to promote the evolution of the housing fund, to secure construction and renovation of residential buildings and other real estate facilities. 

"RĪGAS PILSĒTBŪVNIEKS" at the municipality order, arranges renovation, reconstruction and construction of apartment houses, social houses, schools, kindergartens and other educational and sports facilities. The company is fully responsible for the implementation of every started project – asks for financial means, arranges the project development, organizes competitions on construction, performs construction supervision and the project management functions and is engaged in managing the built apartment houses. 

SIA "RĪGAS PILSĒTBŪVNIEKS" is administered by a Meeting of the Participants and Board. The Meeting of the Participants is the highest administering institution of the company and its functions are performed by the Riga Dome. Executive institution of SIA "RĪGAS PILSĒTBŪVNIEKS" that manages and represents the company is the Board, which consists of three persons. The Duties of the Chairman of the Board are performed by Ivars Gaters, and Members of the Board - Aivars Bergers and Jānis Kosītis.

The team of the company employees consists of highly experienced professionals. The chief specialists of "RĪGAS PILSĒTBŪVNIEKS" have organized and managed project development and construction of various Riga housing estates, infrastructure and public facilities. 

"RĪGAS PILSĒTBŪVNIEKS" has developed the "Evolution Programme of the Riga Municipality Housing Fund for the years 2007– 2010", which aims at providing 10,000 families with comfortable flats meeting modern requirements by 2010. The Municipality has reserved free land plots of about 150 ha to be used for the construction of apartment houses. 

The most significant implemented project was the construction of the Dreiliņi housing estate. It is the largest complex of new apartment houses built in Riga after the regaining of Latvia's independence. "RĪGAS PILSĒTBŪVNIEKS" has developed this territory in a complex way – there are 14 apartment houses with one thousand one hundred seventy four flats and a kindergarten built, the required infrastructure arranged, the area is landscaped and greened in conformity with a unified project.

We have received repeated recognition for the construction and management of Dreiliņi – the improvement of the housing estate was acknowledged to be the best at the competition of greenery projects of the Latvian Landscape Architects Society, we received a high estimation from the Latvian Civil Engineers Union and the Latvian Builders Association, as well as won in the competition for real estate management.

As there are no more free areas for the Riga Municipality at Dreiliņi, SIA "RĪGAS PILSĒTBŪVNIEKS" has applied for a new housing estate – the Rumbula development project, which is planned to be implemented by using public and private partnership principles. Riga shall get a new, modern housing estate, developed in a complex way, located on the very bank of the Daugava.

In conformity with the City Evolution Plan, residential, public and mixed type construction, with different heights of buildings is possible here. Approximately 6,600 flats and a thousand and a half offices can be built at Rumbula. Shopping and service centers, kindergartens and schools shall be found here as well. Interesting ideas are offered for the establishing of the communication infrastructure.

SIA "RĪGAS PILSĒTBŪVNIEKS" also has great experience in the construction of public facilities. At the Municipality order, the company has performed the renovation, restoration and reconstruction of several educational institutions. The company is engaged in the construction of kindergartens, schools and sports facilities as well. SIA "RĪGAS PILSĒTBŪVNIEKS" has renovated and reconstructed the Riga State 1^st Gymnasium, the Riga 49^th Secondary School, the Āgenskalna Gymnasium and Primary School, the Riga Teika Secondary School, the Riga Polish Secondary School, the Mežciems Primary School, the Children and Young People Centre "Daugavas Sporta Nams", the A.Pumpura Riga 11^th Primary School.

At present, the company organizes and manages the construction of kindergarten annexes, establishment of a regional sports centre, implementation of the Riga Deaf Children Boarding-School complex project. 

The company is developing very rapidly, as it is simultaneously working at development of about 40 projects. The turnover of SIA "RĪGAS PILSĒTBŪVNIEKS" in 2004 was LVL 5.3 million, in 2005 – LVL 5.7 million, in 2006 - LVL 10 million, in 2007 - LVL 8,3 million, in 2008 - LVL 37,7 million and in 2009 - LVL 28,6 million.

The amount of developed projects increases as well. In 2003 - 312 flats were commissioned, in 2004 – 574, in 2005 – 308, in 2006 – 531, in 2008 - 585 and in 2009 - 1017 flats.
